Each year the Russian Federation awards a number of state scholarships to students from foreign countries in accordance with specifically defined quotas. A state scholarship covers all education-related expenditure, hall of residence rent, and medical care. The monthly payment is the same as for Russian students and is presently RBL 75 000 per month. State scholarships for foreign students cover tuition fees, since such "quota place" foreign students should not be required to pay tuition fees.
A foreign student needs at least an extra USD 50 per month in order to be able to cover the expected cost of living. Furthermore, the student, or a national agency, must pay for travel to and from the Russian Federation and to and from the location of the higher education institution.
Fee-paying students are responsible for all the above costs. They must reckon on requiring between USD 3 000 and USD 10 000 per annum, depending on their academic discipline and on the institution.
Students may take up part-time employment in their spare time. Job opportunities are available on campus and through general employment agencies. The issue of work permits for foreign students is discussed with the relevant higher education institution and with the local authorities.
State higher education institutions offer courses which are free of charge for Russian citizens and courses for which tuition fees are charged.
Foreign students not receiving a Russian Federation state scholarship are required to pay tuition fees which will exceed USD 300 per month. Since tuition fees will vary from one institution to the other and from one discipline to the other, interested students are advised to contact the Department for Specialists’ Training for Foreign Countries at the respective institution for details.
Entry and Residence Regulations
The visa and residence permit formalities for students receiving a state scholarship will be handled by the Ministry for General and Professional Education. In all other cases, students must apply directly to the relevant higher education institution which will handle the visa and residence permit process.
